It's been six months since we published the first "Why Richmond, Why?!?". Over the past few months, we've answered dozens of questions, from traffic issues and the arrival of new stores, to my personal favorite, where an Asian-American in Richmond can go to find love.

And the tradition continues this week with our answers to a whole new crop of "Why Richmond, Why?!?" questions.

I have heard a rumor that Bonefish Grill is opening in the West End. Is this true? If so where will it be and when is it slated to open.

-- Sean

It's sort of true. According to Bill Sperry, managing partner of the Southside (and only) Bonefish Grill location, a West End Bonefish Grill has always been in the works.

In fact, a West End Bonefish Grill was supposed to open before the one in western Chesterfield, near Brandermill, opened. The plans just keep falling through. The first location was supposed to be in the shopping center formerly occupied by Bloom Brothers furniture, but its bankruptcy put a kink in the plans.

Right now, corporate Bonefish has three letters of intent out on three different locations, meaning that negotiations are in the works. Sperry hopes that plans will be finalized (or a second location open) by April 2009, but it's a little early to tell.

When do the new RMA / Powhite Parkway toll hikes go into effect?

-- Chris

The toll increases will take effect on Monday, Sept. 8. Just a reminder, they include: Forest Hill Avenue to 70 cents; Douglasdale Road to 20 cents; 2nd Street to 35 cents;

11th Street to 30 cents; Downtown Expressway to 70 cents; and Boulevard Bridge to 35 cents.

Any update on the GO of Dave & Buster's?

-- Sean

As reported in a previous "Why Richmond, Why?!?", the adults-only, arcade / restaurant / playground has its eye on the Short Pump area. The corporate bigwigs won't confirm a location, but they are saying that a Richmond Dave & Buster's should be open by the end of March 2009.

I too have wondered about the Walmart on Brook and Parham. I can't leave that parking lot without passing people holding up signs looking for money. Does the new panhandling law that just recently passed apply to parking lots?

When is the movie theatre going to open in the boulevard/stadium area?

As a Richmonder of 7 years I'm ashamed to admit I had never set foot in the Byrd Theater until last weekend when I went to see Iron Man with some friends. The theater is breathtaking but man, those seats could really use an upgrade. According to my friends they've been collecting donations in the lobby for just such an upgrade for a while now. Any idea when they will begin the project? Have they been able to secure donations from VCU and organizers/participants of the French Film Festival or local Richmond corporations? It seems like with such a treasure in our midst it wouldn't be that hard to raise the money needed for new seats.

What's up with the Target on Midlothian Turnpike near Chesterfield Towne Center? What's the timeline on it being finished? It's going to be great, but I'm tired of going in there and nothing is in its usual place.

OK enough about Whole Foods and Dave and Busters. The West End of Richmond has lots of chains, we know! ;) My questions regard some potential downtown projects. I've heard rumors Mo Roman (Bank, Si) may be opening a place in the Berry Burke building by the Richmond Center Stage project called Pie. Has anything been settled on that? Also, any word on when Gibson's, the new restaurant adjacent to The National is going to open?

Agreed, I'll show up anywhere I can play drunk Skee Ball! Who cares what kind of food they serve; it will all taste great after a few.

Carl: Did you really just type "a real bar" with regards to Dave and Busters????

I'm continued to be amazed by Richmond letting crappy chain restaurants/stores take over...no matter if they're in short pump, the City, wherever.

Until parents can learn how to discipline or quiet their kids, I think all restaurants should be at least 15+, ones with bars should be 21+. I'm so sick of trying to have a nice meal with some screaming kid at the table behind me and the parents do nothing. Take your kids to the Chuck-e-Cheese down at Broad and West End Dr. and let me get drunk and play skee ball in peace.

Dave & Busters? Oh great, another crap food chain restaurant to clutter the suburbs. Is there enough room? But wait, this one has fun adult games to distract the customers from the stamped out burgers and chicken. Well, knowing those in the burbs who flock to the strip malls to chow down, the place will be a hit. And adult video games too. Wow. This should keep all those ADD grown ups busy. Yeah. What is it with major production to get your car inspected in this area?

Why is it so much harder to get your car inspected in the Richmond area than anywhere else in the ENTIRE state? In most places, you can pull up to the inspection station, wait a few minutes in line, and then in another 15 or 20 minutes, you drive off with a new inspection sticker. In the Richmond area, you have to "make an appointment" and wait hours, or even leave your vehicle overnight. It's not like I'm bringing my car in for a spa treatment - I just want somebody to kick the tires, beep the horn, check the lights, slap a sticker on the windshield and send me on my merry way. I just had my car inspected in Fairfax County and, as has been my experience elsewhere in the Commonwealth, I drove up and was done in less than a half hour.

Nope... Dave and Busters is for ADULTS. Gotta be 21+. Kids can be in with their parents up until a certain time, and they need to stick with them. After that, it's only GROWN UPS! Sweet! A real bar!

Dave and Buster's is going into the West Broad Village complex. It's on their current map.

Why does Henrico and Wal-Mart allow people to live in their cars in the back of the Wal-Mart parking lot at Brook Rd. and Parham? The back parking lot is full of run-down cars, trucks, and trailers that people live in year round. I drove by this weekend and a pull behind trailer has a generator going to power a tv and about 4 people sitting in lawn chairs out front. This is not right. Would not be totally unexpected on a race weekend, but come on!

Dave and Busters is a bar and lounge with a huge arcade...thank god it's adults only...we need more than strip clubs to be adult only...I for one am tired of EVERYTHING being kid friendly...take your kids to chucky cheese

Why the mention of "adults-only" in the Dave & Buster's answer. I thought it's a family place.
