The new schools superintendent in Petersburg is trying to bring an end to the city’s long-standing academic woes with a plan long on potential but short on application in state history.

Two months after Gov. Bob McDonnell made Petersburg the centerpiece of his proposal to have the state take over failing schools — the plan failed to win the funding the governor sought — Joseph Melvin presented the city’s School Board with a plan to improve results.
