Colleges said to need $109M

Education council says that sum would hold off tuition rises, meet law’s requirements

Virginia colleges and universities will need an additional $109 million in state funds to hold down tuition increases next year, raise faculty salaries and meet requirements of a new higher-education law, the State Council of Higher Education for Virginia said Monday.

As part of its budget recommendation for fiscal 2014, the council also backed, with certain limitations, allowing colleges to use tuition revenue for financial aid — a practice under debate at the Capitol as a Robin Hood-style approach to student aid.
