Legislation to give Virginia control over health insurance policies sold on a new federal exchange ran into trouble in a House of Delegates committee, even though its chairman is sponsoring the bill.

The House Commerce and Labor Committee decided on Thursday to put off a vote on the bill, introduced by Del. Terry G. Kilgore, R-Scott, to direct the State Corporation Commission to certify and manage health plans that will be sold on the exchange beginning Jan. 1.
