Del. Lynwood W. Lewis, Jr., D-Accomack, on Monday was declared the winner of the Virginia Senate recount in the 6th District, giving Democrats an advantage in the chamber that may allow them to determine the fate of legislation and retake control of the committees they lost two years ago.

After reviewing the results of a recount requested by Republican candidate Wayne Coleman, a three-judge panel in Virginia Beach confirmed a razor-thin 11-vote victory for Lewis, who had led by nine votes out of 22,000 cast after the Jan. 7 special election.
