Set aside for a moment the irony of a town named Ashland taxing cigarettes. The proposal to do so — along with a proposed hike in the hotel tax — seems a not very good one.

Not because taxes should be kept as low as possible (although they should), nor because cigarette taxes are regressive (although they are), nor because the town’s employees do not deserve the raise that would be funded by the levy (most probably do).
