Progress can be real yet also relative. The Chesapeake Bay makes the point.

On Wednesday, the Chesapeake Bay Foundation released its State of the Bay report, which gave the estuary its best grade ever. Although its score of 32 would not make the honor roll even on a scale pleasing to suburban parents, it still reflects gains. The bay’s health is improving.
