PUBLIC NOTICE VOLUNTARY REMEDIATION PROGRAM In accordance with the public participation requirement of 9VAC20-160-120, the general public is hereby notified that the Village of Rocketts Landing has requested a Certification of Satisfactory Completion of Remediation from the Virginia Department of Environmental Quality's (DEQ) Voluntary Remediation Program for parcels located at 5201 through 5211 and other unaddressed parcels on Old Main Street; 201 and 203 Old Charles Street; 1 and 2 Shiplock Row; formerly 5300 Old Osborne Turnpike, in Henrico County, Virginia. Historical impacts of industrial operations on the parcels have been confirmed and areas of contaminated soil and groundwater identified. A Site Characterization Report, Risk Assessment, and Remediation Plan have been completed to the satisfaction of the DEQ. Benzene, ethylbenzene, toluene, xylene (Total), naphthalene, 1,3-Butadiene, N-Hexane, methyl butyl ketone, arsenic, lead, and benzo(a)pyrene were identified as contaminants of concern and the remediation was designed to manage risk associated with the presence of these contaminants. Remedial efforts began in 2010. Institutional and engineering controls at the site mitigate risk associated with contaminated soil, soil gas, and groundwater. Institutional controls consist of a site-wide deed restriction prohibiting the use of groundwater. Engineering controls consist of placement of clean soil cover and hardscape on the site; and of installation sub-slab depressurization systems in structures where needed. The DEQ has agreed that these remediation actions will be sufficiently protective of human health and the environment.
