At what point will the district lines be drawn on the basis of community of interest (contiguousness), not skin color. I thought that such discrimination was unconstitutional.

When the Republican Party decided to forego all support from African-Americans and concentrate the White vote, they set up a situation where party gerrymandering IS racial gerrymandering. Now they can get in trouble for diluting the African-American vote too much, or for (as this case) concentrating it in too few districts.
